Program Goals and Priorities:

  • The primary goal is to accelerate the transition to zero-emission heavy-duty vehicles and equipment to reduce greenhouse gas emissions and air pollution, especially in disadvantaged communities disproportionately impacted.
  • Priorities include supporting domestic manufacturing of zero-emission vehicles/components, creating good-paying jobs, investing in non-attainment areas that don’t meet air quality standards, and ensuring an equitable distribution of benefits.

Funding Allocations:

  • Of the $1 billion total, $400 million is specifically designated for non-attainment areas.
  • Funds can cover up to 100% of the costs for vehicle/equipment replacement and infrastructure for eligible recipients like states, municipalities, tribes, non-profits, and port authorities.
  • At least 40% of overall benefits must flow to disadvantaged communities as defined by the EPA.

Eligible Vehicle/Equipment Types:

  • Class 6-8 heavy trucks like delivery vans, refuse haulers, concrete mixers, dump trucks
  • School and transit buses
  • Port equipment like drayage trucks, cargo handling, rail, marine vessels
  • Supporting charging/refueling infrastructure for these vehicle categories

Program Timeline:

  • The RFI comment period closed June 5th, 2023 to inform program design
  • EPA plans to issue the official Notice of Funding Opportunity in early 2024
  • The $1 billion must be fully allocated through grants/rebates by September 2031
